Overview

Intelligence Analyst SME 4 VRR

Location: Vienna, VA

Clearance: TS/SCI w/CI Poly

Support the Terrorist Screening Center (TSC) oversight and management of the US Government's (USG) Terrorist Watchlist, also known as the Terrorist Screening Database (TSDB) as well as other national security watchlists. The TSC is a multi-agency organization that is administered by the Federal Bureau of Investigation (FBI) and receives support from: the Department of Homeland Security (DHS), the Department of State (DOS), the Department of Justice (DOJ), and the Office of the Director of National Intelligence

Responsibilities

* Support the Visa Review and Revocation (VRR) for screening and identity resolution of visa, refugee, and US Passport applicants against the watchlist.

* Provide analytical support during initial visa application as well as potential revocation of visas already issued.

* Focus on identity resolution review and intelligence coordination of national security threat actors encounters both internally at the TSC and externally with multi-agency partners.

* Conduct searches of various database systems to locate any data regarding a particular subject / topic and adhere to quality assurance and data integrity measures, for inclusion into electronic systems, and perform a variety of detailed analytical functions relative to the compliance with various laws, executive orders, directives and policies.

* Serve as a leader and SME in relation to identity resolution review and intelligence coordination of national security threat actor encounters.

* Communicate clearly and effectively, both orally and in writing, in order to tactfully and persuasively advise and guide executive management relative to a variety of issues which can be delicate in nature; includes making presentations and preparing complete, clear, and concise formal and informal reports, correspondence, briefings, charts, tables, and graphs that are distributed throughout the TSC and its partner agencies.

* Perform other duties as assigned.

Qualifications

Required:

* Masters' Degree a minimum of 10 years of relevant experience:

o Knowledge and skills in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions.

o Knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources in the area studied.

o Knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a program or support setting.

o Knowledge and skills in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity to develop new or modified work methods, organizational structures, records and files, management processes, staffing patterns, procedures for administering program services, guidelines and procedures, and automating work processes for the conduct of administrative support functions or program operations. Also, knowledge may be applied in analyzing and making recommendations concerning the centralization or decentralization of operations.

* Extensive knowledge base in one (1) or more of the following disciplines: watchlisting, identity analysis, intelligence, law enforcement, United States military, and / or national security (counterterrorism, counterintelligence, transnational organized crime, and weapons of mass destruction) experience.

* Proficiency in Microsoft Office Applications.
