Job DescriptionAs a Program Team Lead reporting to the campus Provost offices, you will be at the forefront of shaping TSTC's lasting relationships with faculty and students. Accountable for an instructional program or group of programs, you will guide a program and faculty team at a campus location towards achieving remarkable performance results and growing their capabilities in "placing more Texans in great paying jobs."

The Program Team Lead will accomplish results by fostering a high trust culture, communicating a path to success, executing goals and commitments, and coaching and developing the potential of faculty and students. Success in this role includes outstanding team leadership in delivering best-in-class learning solutions that positively impact students in the program. Striking a balance between leading for performance (rigor) and demonstrating humanity (empathy) towards teammates and students is crucial for instructional teams. The Program Team Lead collaborates closely with campus leadership, statewide partners, and cross-functional departments, such as statewide technology leads, career services, enrollment management, and recruiting, to establish the team's direction and ensure alignment with TSTC's mission.

In addition to team leadership, this role involves management responsibilities such as goal setting, strategic alignment, personnel management, local participation in statewide coordinated activities, hiring highly qualified team members, budget accountability, and other day-to-day execution tasks. Occasionally, the Program Team Lead may provide course coverage if credentialed, but this role will generally not involve a teaching load.

Essential Functions

Team Leadership

  • Build quality relationships with faculty, students, and industry clients, fostering trust, respect, and empathy towards team members.

  • Effectively serve both assigned students and instructors, providing comprehensive guidance.

  • Recruit and retain a highly qualified faculty team using statewide qualification standards, support faculty development, and cultivate a learning environment that engages and develops students as productive workforce members.

  • Establish clear performance expectations for faculty, manage instructors' performance to achieve organizational goals and initiatives.

  • Create a culture of feedback among the team and within the learning environment.

  • Develop a team environment focused on trust, accountability, candor, commitment, and results.

  • Communicate regularly and purposefully with faculty and faculty teams to ensure engagement and accountability.

Program Recruitment & Marketing

  • Participate in the program's sales and marketing efforts.

  • Assist with recruiting efforts, coordinating with campus and statewide recruiting campaigns and engaging faculty in student recruitment.

  • Represent the program to stakeholders.

Student Success

  • Monitor student learning outcomes and leading indicators, coordinating with faculty, campus, and statewide resources for evaluation and intervention.

  • Monitor student persistence to identify and remove systemic barriers.

  • Manage student and faculty grievance processes in collaboration with shared service providers and local leadership.

Local Industry Relations

  • Serve as the primary coordinator for local industrial employer engagement.

  • Form and cultivate local industrial employer councils, facilitating annual workshop meetings to align curriculum with labor market trends.

  • Research and apply industry trends and emerging technology.

Management

  • Coordinate program resources for recruiting, safety, and course scheduling.

  • Participate in budget development with statewide partners and manage ongoing operational budgets.

  • Collaborate with shared services on curriculum and content development, ensuring industry and community relevance in the vetting and submission of statewide advisory committee membership based upon local employer council membership and contributing to the mission of placing more Texans in great-paying jobs.

Education/Experience/Knowledge/Skills

Knowledge, Skill and Abilities:

  • Demonstrated leadership and guidance in enhancing student achievement in a competency-based learning environment.

  • Effective coaching and communication skills with a diverse student population.

  • Successful communication and collaboration with diverse professional colleagues, partners, and stakeholders.

  • Understanding of a competency-based education model.

  • Experience leading a team focused on student support and instruction.

  • Proficient in technology-based educational delivery systems.

  • Proven ability to work with struggling or at-risk students.

Minimum Qualifications:

  • Demonstrated ability to lead a team using a relational leadership style (i.e., creating results through influence over authority).

  • Familiarity and interpersonal acumen amongst stakeholders within the related program discipline (e.g., employers, faculty, vendors, etc.)

  • Ability to drive organizational change.

  • Relevant credentials from an accredited institution as required by program (e.g., program-specific accreditor.)

Preferred Qualifications:

  • Experience recruiting and developing a team.

  • Experience with profit and loss responsibility and accountability.

  • Experience working with adult learners and distance learning environments preferred.

  • Experience with Change Management and leading change.

  • Experience working as faculty within TSTC or a similar environment.

  • Demonstrated project management experience or experience keeping tasks organized while keeping others informed of progress with a meaningful size team and/or a project.
