Position Summary

Responsible for managing the development and implementation of the Risk and Internal Controls Enforcement program to support the electric department's Internal Compliance Program; also develop and manage the compliance training program as required by NERC for each division.

Schedule: After an initial training period, this positon offers a hybrid or flexible work schedule.

Salary: Depending on qualification and experience.

Essential Job Functions
  • Manage the development and implementation of the Risk and Internal Controls Enforcement program to support the Internal Compliance Program; coordinate with each division to assess compliance risk to ensure the City has a low risk exposure.

  • Develop and manage the implementation of test sequences to observe control and see evidence of compliance through the use of internal controls and other processes in each division.

  • Research, scope, purchase, and facilitate the implementation of a system with built-in business process flows that automates collection and tracking of evidence to support compliance activities.

  • Manage the assessment and documentation of process flows to identify possible risk areas and develop new internal controls to mitigate any possible risks.

  • Manage internal audits for each registered function and their associated compliance requirements at least annually to determine the levels of possible non-compliance.

  • Develop and administer compliance training programs for each division and track regulatory training requirements.

  • Manage responses to audit RFIs by regulatory authorities through use of internal controls and coordinating evidence preparation for each division.

  • Monitor and report compliance issues to the Director of Regulatory Affairs and Compliance so issues can be corrected before they become a violation.

  • Consult with departments on the interpretation of regulations so to ensure that correct actions are implemented.

  • Review all compliance policies, procedures, evidence and retained data related to compliance to ensure GP&L remains in compliance with NERC Standard Requirements and ERCOT Operating Guides and Protocols.

  • Review upcoming regulations and communicate the requirements to the appropriate personnel in each division.

  • Report data to appropriate agencies; ensure RSAWs are completed annually for each registered function and assist Compliance Manager in performing mock audits of requirements annually.

  • Track and provide input to development teams in developing new standards, regulations, protocols and operating guidelines to improve reliability and reduce costs to GP&L customers.

  • Report findings and assist others in developing data required by regulatory agencies and ensure data are submitted on a timely basis.

  • Attend meetings to represent City of Garland in relation to compliance as necessary.

Minimum Education & Work Experience
  • Bachelor's degree in business, engineering or related discipline or equivalent

  • 5 years' experience in Utility Compliance, Regulatory compliance or related field

  • Significant participation in several NERC and ERCOT audits


Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Preferred Knowledge - Abilities & Skills

Education/ Experience:

  • Master's degree in Business, engineering or related discipline

  • 8-15 years' experience in Electric Utility field

  • 2 years in System Operations environment

  • Professional Engineer NERC Operator Certification

  • Audit certification (CISA, etc)

Knowledge, Skills & Abilities

  • In-depth knowledge of System Operation Requirements within an Electric Utility

  • In-depth knowledge of Transmission and Distribution within an Electric Utility

  • Knowledge of system engineering processes, requirement analysis, interface definition, and detail implementation planning

  • Superior skills with Microsoft Office (Word, Excel, PowerPoint, Outlook, Visio)

  • Solid skills with developing training courses and programs

  • Solid skills with Learning Management Software

  • Excellent Interpersonal Skills

  • Communication expertise both verbally and in writing

  • Exceptional ability to focus, adapt, organize, & manage changing priorities

  • Superior ability to grasp large, complex processes

  • Ability to work with minimal supervision

Licenses & Certifications
  • Valid Class C Texas driver's license

  • NERC Operator Certification preferred
