Summary

Assist the Emergency Management Director with the coordination and implementation of the City of Garland's Emergency Management Program. This critical role is responsible for overseeing administration of the Comprehensive Emergency Management Plan during disasters, emergencies, and special events. The role provides organizational emergency preparedness training and disaster education.

Salary: $64,000 - $82,000/depending on qualifications

Essential Duties and Responsibilities

  • Serve as the interim and perform the duties of the Emergency Management Director (EMD) in their absence.

  • As directed by EMD, share Duty Officer responsibilities including local emergency response, situational monitoring, severe weather monitoring, staff notification and local, county and regional EOC activation support.

  • Serve in General Staff or Command Staff positions during Emergency Operations Center activations.

  • Evaluate emergency warning systems, including maintenance, paging, testing, and operation. Activate designated warning systems when advised by City Management, EMC, or designated City Official.

  • Complete and provide technical support for various grant programs management and audit requirements.

  • Maintain all response and recovery processes via Standard Operating Procedures and Guidelines.

  • Maintain on-call status to respond to and serve in EOC during activations 24/7/365 as required by emergency and/or disaster situations that may require emergency management assistance on-scene or in the Emergency Operation Center (EOC). Provide technical support to ensure the EOC remains in a constant state of operational readiness, which includes equipment and technology.

  • Develop and maintain EOC Job Specific Functional Guides, staff training, exercises and drills as needed.

  • Coordinate operational processes with other response and recovery agencies such as Fire, Police, Environmental Waste Services, Streets and Health.

  • Serve as the departmental representative for public information and public education activities.

  • Develop and implement response and recovery initiatives including:

  • a comprehensive training and exercise program for EOC operations, and recovery processes

  • management of After Action Reports and Improvement Plan coordination

  • a disaster recovery manual and training program for all City departments

  • Functional Needs Support Services (FNSS) response and recovery efforts

  • Prepare and submit legal documents and reports including, but not limited to Mutual Aid Agreements, City Ordinances, NIMSCAST, etc., as needed.

  • Assist local partners with response processes through exercise facilitation, observation and evaluation.

  • Research, review and evaluate emergency management service delivery processes. Seek options to improve services offered.

  • May oversee and coordinate homeland security grant activities for various City departments.

  • May administer the departmental finances by overseeing the payment of invoices, coordinate department purchasing and grant budget development.

  • Stay current on emergency management policies, laws, and practices.

Minimum Qualifications

  • Bachelor's degree from an accredited college or university with major course work in Emergency Management, Public Administration, or related field

  • 3 years of progressive, demonstrated experience in Emergency Management

  • Intermediate knowledge of Emergency Operations Center (EOC) operations

  • Successful completion of the required Federal Emergency Management Agency's Independent Study (IS) Programs courses (or FEMA recognized equivalents), including: IS-100, IS-200, IS-300, IS-400, IS-700, and IS-800 required

Preferred Qualifications

Education/ Experience:

  • Master's Degree in Emergency Management, Public Administration or related field of study

  • 5 years experience in emergency management including experience as a program coordinator or in highly responsible role in a local public safety/emergency management or municipal government

  • 2 years of grant administration experience

  • Experience as an adult trainer or educator in Emergency Management

  • Bilingual communication is preferred

Knowledge, Skills & Abilities:

  • Intermediate knowledge of the National Incident Management System and Homeland Security grant system

  • Intermediate knowledge of municipal government operations

  • Intermediate knowledge of Emergency Management best practices, phases and processes

  • Intermediate knowledge of Emergency Operations Center (EOC)

  • Excellent skill in communication both verbally and in writing

  • Skill in effective problem solving and conflict resolution

  • Skill in Microsoft Office (Word, Excel, PowerPoint, Outlook)

  • Ability to work well with people of diverse public safety and public administration interest

  • Ability to adapt to flexible work environments

  • Ability to communicate courteously and effectively with City employees, officials, partner agencies/entities, and the public

  • Ability to build coalitions

Licenses and Certifications

  • Valid Class C Texas driver's license required

  • Certified Emergency Manager (CEM) from International Association of Emergency Managers (IAEM) or the State of Texas or ability to obtain within one year of hire

  • FCC Amateur Radio Operator's License or ability to obtain within six months of hire

Physical Requirements / Work Environment

The incumbent works in a typical office environment; occasional exposure to unpleasant environmental conditions or hazards. Job requires some lifting, bending, stooping, standing and other physical activities.

The ability to respond to the Emergency Operations Center (EOC) after hours during activation, including holidays or weekends, is required.
