Job Description

The Head of Review and Challenge for Country Risk leads teams responsible for two primary areas:

  • Scenario Design and Variable Forecasting, including the independent review and challenge of the activities and results of the Scenario Design and Variable Forecasting Workstream, and
  • Country Risk, including the independent review and challenge of sovereign, central bank, and crossborder ratings

Excellent communication skills required in order to negotiate internally, often at a senior level. Responsible for executing functional strategy in area managed. Accountable for end results, budgeting, planning, policy formulation and contribution to future strategy of the area(s). Management responsibility for the team, including management of people, budget and planning.

Responsibilities:

  • Manage the Scenario Design and Variable Forecasting Review team. Oversee the independent review and challenge of the activities and results of the Scenario Development and Variable Forecasting workstream.
  • Manage the Country Risk review team. Oversee the independent review and challenge of sovereign, central bank, and crossborder ratings, as well as review and challenge of the watchlist.
  • Maintain operating procedures for executing the review and challenge function across both Scenario Forecasting and Country Risk
  • Develop and manage the process for determining sovereign defaults
  • Assess the end-to-end process for designing CCAR scenarios and forecasting economic variables. Challenge projection methodologies and results.
  • Review and challenge macroeconomic scenario forecasts related to multiple uses (CCAR, CECL, Rapid Stress Tests, Climate Risk, etc.) on the basis of economic logic, internal consistency, and consistency with the specific narrative.
  • Review and challenge proposed country risk ratings
  • Identify key assumptions, limitations, and weaknesses in workstream processes for generating macroeconomic scenarios and for establishing country risk ratings.
  • Review and assess appropriateness of all overlays proposed by the Scenario Design and Variable Forecasting workstream.
  • Develop analytical monitoring tools to assist in the assessment of forecast proposals and to assist in the assessment of country risk ratings
  • Prepare reports for senior management summarizing key outcomes of the review and challenge process.
  • Design and prepare supporting documentation of workstream review and challenge as required for the Capital Planning Review Group.
  • Serves as a point of escalation for key issues or time sensitive decisions. Makes decisions on complex risk issues or products, deal structures, policy creation, for own region or group.
  • Break silos and build partnerships across functions and regions. Creates and sustains a network of client relationships.
  • Serve as a mentor and role model for coaching and the development of people.
  • Represent Citi on critical regulatory matters as required. Serve as liaison with regulatory examiners, Internal Audit, and external audit and oversee the implementation of related remediation.

Qualifications:

  • 10+ years professional experience
  • Highly motivated, team oriented, organized
  • Effective communication and interpersonal skills; excellent presentation skills with the ability to articulate complex problems and solutions through concise and clear messaging
  • Experienced negotiator (internally and externally)
  • Excellent communication skills (oral, written) and strong project management skills
  • Excellent quantitative skills, including the ability to work with large databases and perform statistical analysis, and strong understanding of econometric methods
  • Strong understanding of process enhancement and controls
  • Proficiency in Microsoft Office applications (Excel and PowerPoint in particular) and Python
  • Demonstrated ability to assess complex issues through root cause analysis and other analytical techniques; structure potential solutions; drive to resolution with senior stakeholders
  • Ability to influence and lead people across cultures at a senior level using sound judgment and successful execution, understanding how to operate effectively across diverse businesses.
  • Proven track record of effectively assessing and managing competing priorities
  • Comfort navigating complex, highly-matrixed organizations.
  • Effective Leadership and Execution skills


Education:

  • Bachelor's/University degree (majors in Economics, Finance, Statistics or related areas are preferred).
  • Advanced degree in a quantitative field (Ph.D. preferred).
